Problem with Weld Tool

I have a student who is designing a shape to be cut out and then folded to form a metal lamp shade. We he goes to put bridges in using the weld tool command none of them work. It ranges from the bridge staying and deleting everything else. Any help would be greatly appreciated.

Look on the right side of the screen you will notice the objects are on two different layers noted by the black and white color swatch. Hit F3 to select all then both right and left click on the layer color black at the bottom of the screen, then try your weld again. You cannot weld two different layers together.

We appreciate the help and I didn't look at the layers. So we fixed that but there still must be something else wrong because the weld tool does the exact same thing. Any help would be greatly appreciated. Thank you

Before you try the weld, turn on Show Fill and make sure all objects show a solid black fill. For that type of joint it is a basic weld, select the bridges as well as the two sides of the trapezoid and choose the first weld tool.
