looking to design some wheels
I am having trouble putting my designs in a pattern that is even
how can you array the design to follow the curve of the wheel and stay even spaces around and rotate properly

You are already on the right path, it is under Layout then Array.

after cutting material the metal is tempered is there a way to reverse that so you can run a counter sink bit in there

Cut it undersize run a reamer through it then you can counter sink it.
