TM CAD/CAM Question - Basic Weld Issue

Ok I AccuScan-ed an image, cleaned it up and made a line graphic. I was able to make a tool path with it and when I show fill it looks good. The problem I have now is, I want to add some features and when I try to do a basic weld instead of welding them together it is doing what I would call a trim - where the overlap gets trimmed off but the two pieces are not welded together. I think something is going on with the main feature (Accuscanned) but what am I missing here? If I can make a toolpath and show fill it means it is all closed and all is good right? Thanks.

Make sure the colors are the same.

Also verify that you dont have any single lines selected.
