Need help with designs please

I have two customers that are killing me on two projects . One is an engine logo for the local fire company . And the other is a picture of the customers wife’s dog that passed . I’ve hit my head on every wall in my shop on these designs and I have to come to you guys for help. The photos are attached. Does anyone have any kind of tricks or insight? I’m over my head here I can’t even get them to import into cad cam without freezing the damn software
