Is there a way to convert from a .gm file back to .cdl file?

Rename the .gm to .fgc or .nc, then you can import the file into TM Cad and it will show up as a line drawing. You will need to delete the lead-in/outs as well as the objects will be slightly bigger or smaller depending on the kerf compensation.

I always save the cdl without the cutpath or make a copy on cdl file before I generate the gm file

That is a good practice, save the cdl as your original without the tool path.
