How do I?

    Say I have a flag image and I want to lay a circle on it and then cut out that part of the flag that I have overlayed with the circle?

    I think a way to do it would to select the flag and the circle. Then click the AND WELD feature. That would leave you with what was left inside the the two shapes.

    I got it, but had to do it the long way. I wanted to make the circle flag from the square one.

    Any shot cuts for future reference?

    yup... I see why you were having issues.

    The reason is that you have open lines/geometry in the stripes. This will confuse the WELD into doing funky stuff as it doesnt know what to do with the lines vs. the closed shapes.
