what would be the easiest way to cut out another part same part but only the outline, to use as a backing for original part, rather than have to delete inside cuts and make new file???

Duplicate the original file in CAD. Delete the interior. SELECT ALL. ARRANGE/MAKE PATH on both parts and generate a tool path. Then will cut the first one with the drop out then just the perimeter of the second one. I think I understood you correctly...

I do this a lot with my signs. I do exactly as Chad explained. Just remember, to delete the interior details you may have to break path on the duplicate.
